In 1954, the premier of Quebec, Maurice Duplessis, banned the screening of NFB films in schools and accused the NFB of promoting the centralisation of power in Ottawa. Two years earlier, Duplessis had denounced the image conveyed in a film from which the present sequences are taken, Îles-de-la-Madeleine. This film, directed by Jean Palardy for the NFB, shows fishers carrying out their work. Duplessis ordered Maurice Proulx to make a film in response.
